VIA Rail is considering a strategy to raise $3 billion in private investment to build dedicated passenger tracks between Toronto, Ottawa and Montréal. Mr. Desjardins-Siciliano will outline the proposal comparing it to similar ventures in Canada and abroad. The venture would see the Corporation go out to the global markets to find interested investors, very likely as a P3 arrangement. |
