Correctional Officers Sound the Alarm Over Frontline Security Cuts

OTTAWA, ON, Sept. 15, 2026 /CNW/ -- Dozens of federal Correctional Officers gathered outside the Correctional Service of Canada's (CSC) national headquarters today to send a clear message: cutting frontline correctional positions puts institutional safety at risk.

CSC has been directed to reduce its operational budget by approximately $132.2 million by 2028–2029. The employer has already confirmed the elimination or reduction of a number of frontline positions, including Mobile Patrol Officers, certain CX-03 positions, Detector Dog Handlers, Structured Intervention Unit (SIU) positions, Integrity Program (Throw-over) posts, and staffing associated with certain maximum-security units.

These are not simply budgetary decisions. These positions are critical to preventing contraband, responding to drone incursions, managing emergencies, and maintaining security inside Canada's federal penitentiaries.

"These are not administrative cuts, they are cuts to frontline institutional safety," said Frédérick Lebeau, National President of UCCO-SACC-CSN. "At a time when violence, organized crime and drone activity are increasing inside our institutions, CSC is choosing to reduce the very resources Correctional Officers rely on to keep institutions secure. You cannot cut your way to a safer correctional system."

Correctional Officers Across Canada Take a Stand

Correctional Officers mobilized in Ottawa today to raise awareness about the impact of the cuts and demonstrate their opposition to the reduction of frontline security resources. Today's mobilization is only the beginning. Correctional Officers will continue to speak out and advocate for the resources required to protect themselves and the community at large.

"CSC has moved forward with these decisions with little meaningful consultation," said Lebeau. "Our members are united, and they are making their position clear: the safety of Correctional Officers and Canadians must come before budget cuts. We will continue to mobilize until these dangerous reductions are reconsidered."
