TORONTO, Sept. 19, 2012 /CNW/ - Toronto Hydro's Drew Carley, removes old and damaged underground cable. Residents in this Scarborough neighbourhood have suffered from numerous outages in the past year and while repairs have been made, the cable now needs to be replaced altogether. Approximately 40 per cent of outages are caused by equipment past its life span.
