OTTAWA, Sept. 10, 2014 /CNW/ - Dr. Satyamoorthy Kabilan, Director, National Security and Strategic Foresight, The Conference Board of Canada, is available to comment on US President Obama's plan to combat ISIS at outlined in his address to the nation speech tonight at 9:00pm EST, the eve of the 13th anniversary of the 9/11 tragedy.
