OTTAWA, April 7, 2013 /CNW/ - Canada is experiencing significant skills and labour shortages in many regions. When there are jobs available, Canadians must always be the first in line for opportunities from employers who are hiring.
We have recently learned of allegations that RBC could be replacing Canadian workers by contracting with iGate, which is filling some of the roles with temporary foreign workers.
If true, this situation is unacceptable.
The purpose of the Temporary Foreign Worker Program is to fill acute labour needs when Canadians are not available for the work required. It was never intended as a means to bring in temporary foreign workers in order to replace already-employed Canadian workers. This is why we have launched a review of the program.
Economic Action Plan 2013 committed to reforming Canada's Temporary Foreign Worker Program in order to ensure that situations such as this won't happen again. We continue to believe that Canadians should always be the first in line to fill available jobs in Canada.
With regards to this particular matter, I have instructed my department to work with Citizenship and Immigration Canada to determine the next steps.
