TORONTO, July 24, 2017 /CNW/ - Infrastructure Ontario (IO) and the Ministry of Community Safety and Correctional Services (MCSCS) have released a request for proposals (RFP) to the three prequalified teams to design, build, and finance nine new detachments for phase two of the Ontario Provincial Police (OPP) Modernization project.
Teams were selected following a fair and open request for qualifications process that began in January 2017. The following teams were shortlisted based on their design and construction experience, as well as the qualified personnel and financial capacity, to deliver a project of this scope and complexity:
- Bird Capital Limited Partnership (Bird Capital)
- DBF Pomerleau Team
- EllisDon Infrastructure Justice
Teams invited to respond to the RFP will begin preparing proposals that detail how they will design, build and finance the project. Once submissions are received, IO and MCSCS will evaluate the proposals, select a preferred bidder and then negotiate a final contract. A successful bidder is expected to be announced in mid-2018. A fairness monitor will oversee the entire procurement process.
The project includes the development of nine new OPP detachments to replace buildings at the end of their useful lifespan. The new detachments will be located in:
- Huron County, 325 Albert Street, Clinton
- Port Credit, 2735 Argentia Road, Mississauga
- Hawkesbury, 1425 Cameron Street, Hawkesbury
- Manitoulin Island, 488 Boozeneck Road, Little Current
- Marathon, 101 Peninsula Road, Marathon
- Parry Sound, 1 North Road, Parry Sound
- Fort Frances, 200 McIrvine Road, Fort Frances
- Moosonee, 16 Butcher Road, Moosonee
- Orillia – TBD
IO and MCSCS are working together to deliver the new facilities, which will remain publicly owned, controlled and accountable.

- Phase two of the OPP Modernization is being delivered using IO's Alternative Financing and Procurement model, an innovative way of financing and procuring large, complex public infrastructure projects.
- Under the first phase of the OPP modernization project, Ontario replaced 18 detachments, regional headquarters and forensic identification services with 17 new facilities in 16 communities across Ontario.
- The OPP polices 324 communities in Ontario and is responsible for patrolling 127,000 kilometres of highways.
- IO, a Crown agency owned by the Province of Ontario, provides a wide range of services to support Ontario's initiatives to modernize and maximize the value of public infrastructure and realty.
