OSFI's Quarterly Release: resilience that enables competition, innovation, and sustainable economic growth
FrançaisOTTAWA, ON, Sept. 10, 2026 /CNW/ -- Today, the Office of the Superintendent of Financial Institutions (OSFI) published its third Quarterly Release of 2026, advancing planned policy work across capital, disclosure, concentration risk, crypto-asset exposures, interest rate risk, and insurance reporting. The updates are largely final versions of previously released draft guidance.
This release continues the intentional, sustained work led by OSFI over the past two years to modernize its regulatory and supervisory framework. OSFI is making clear, targeted adjustments that continue to support a resilient and competitive financial system. OSFI's primary focus remains the resilience of the financial system, while making calibrated adjustments to support Canadian competition and growth.
Today's release focuses on:
- Capital resilience and proportionality
- The final Capital Adequacy Requirements Guideline (2027) provides updates to capital requirements to improve clarity, enhance consistency in application, better align with underlying risks, and reduce unnecessary regulatory burden. The final guideline includes a streamlined process for small and medium-sized banks who are seeking approval to adopt the internal ratings-based approach to credit risk.
- The draft Total Loss Absorbing Capacity Guideline (2027) proposes updates to clarify OSFI's expectations on the content and frequency of external legal opinions, helping to support an orderly resolution.
- Mortgage insurance capital – The final Mortgage Insurer Capital Adequacy Test (2027) introduces new tailored capital treatment for certain multi-unit residential construction exposures to better reflect underlying risk.
- Crypto-asset exposures – The final Capital and Liquidity Treatment of Crypto-asset Exposures (Banking) Guideline (2027) includes targeted changes in response to stakeholder feedback to better align the treatment of certain crypto-asset activities with their underlying risks, while maintaining appropriate prudential safeguards. OSFI will continue to adjust and calibrate its approach as the evidence, market and international standards evolve.
- Interest rate risk management – The final Guideline B-12 – Interest Rate Risk Management ensures interest rate shock scenarios and methodologies stay current, risk‑sensitive, and aligned with international standards, while removing duplicative disclosure requirements.
- Insurance regulatory reporting – Updated insurance regulatory returns reflect IFRS 18 presentation and disclosure requirements, supporting consistent and comparable reporting across the insurance sector.
- Tokenized and other Digitally Represented Deposits – OSFI's statement clarifies its technology-neutral approach to whether innovative financial products and services are permissible under governing legislation. OSFI focuses on the nature of these products and services rather than how they are built or delivered.
