CALGARY, April 14, 2015 /CNW/ - The School of Public Policy will release a telling communiqué by former Finance Minister, Ted Morton, that gives a rare insider's perspective not only on the lack of effective government oversight and due diligence surrounding the North West Upgrade project but exposes the larger and longer pattern of failed government led diversification initiatives in Alberta and other provinces.
