CALGARY, AB, Sept. 10, 2026 /CNW/ -- "The Prime Minister of Canada, Mark Carney, and the President of Ukraine, Volodymyr Zelenskyy, met in Calgary on September 10, 2026, and signed the 100 Year Partnership Declaration, setting out their intention to elevate the relationship between their countries into a Comprehensive Strategic Partnership, and confirming their aligned nature.
The leaders recalled that Canada was the first Western country to recognise the restoration of Ukraine's independence on December 2, 1991, and that more than 1.3 million Canadians of Ukrainian heritage sustain the bond between the two peoples.
The leaders condemned in the strongest terms the illegal, unprovoked and unjustifiable war of aggression by the Russian Federation against Ukraine, a manifest violation of the Charter of the United Nations and an assault on Euro-Atlantic security.
The leaders paid tribute to the courage of Ukraine's people and its defenders, whose resistance has held not only a frontline against the Russian aggressor, but a border between the free world and tyranny.
Both leaders underscored the importance of Ukraine's continued reform efforts in support of its path toward full European Union and NATO membership. Canada remains a committed partner in supporting these efforts.
The leaders reaffirmed that Ukraine's security is integral to Euro-Atlantic security and that Ukraine's future lies in NATO. Both leaders underscored the importance of further strengthening Ukraine's interoperability with the Alliance and deepening practical cooperation with NATO and its Allies.
Meeting at a moment of global rupture, the leaders reaffirmed their intention to build a new order founded on trust, rooted in shared values, and underpinned by the strength and determination to uphold them. They remain determined to restore a comprehensive, just and lasting peace -- one that is based on respect for Ukraine's sovereignty and territorial integrity within its internationally recognized borders, including its territorial sea. There can be no decisions about Ukraine without Ukraine.
Canada will continue to meet Ukraine's most pressing military needs and sustain Operation UNIFIER, now extended to 2029. Canada will continue to strengthen Ukraine's Armed Forces, with a particular focus on urgently needed air defence capabilities and interceptors, while continuing to provide training, military equipment, ammunition, and other critical military support. The two countries will deepen cooperation in intelligence, cyber defence, counter-drone and electronic disruption capabilities, and in countering hybrid threats and foreign information manipulation. Canada will continue to work with partners on a framework of politically and legally binding security guarantees to prevent any future aggression by the Russian Federation.
Building on the Letter of Intent on co-production signed in Kyiv on August 24, 2025, Canada and Ukraine will establish a long-term defence industrial partnership for the joint production of uncrewed systems, counter-drone and electronic disruption capabilities and ammunition, supported by research and technology transfer. They will facilitate predictable procurement for jointly produced equipment and work with partners to establish the Defence, Security and Resilience Bank.
Canada and Ukraine will expand trade and investment under the modernised Free Trade Agreement, facilitate public-private partnerships, and mobilise the capital and derisking solutions needed to support Ukraine's recovery and reconstruction. Canada will work with the International Monetary Fund, the World Bank and the European Bank for Reconstruction and Development to support macroeconomic stability and mobilise private capital.
The two countries will deepen cooperation on energy security and critical minerals, industries, and sustainable forest management and strengthen links among innovators and researchers in artificial intelligence, cybersecurity, space, biotechnology and digital government.
The leaders underscored the importance of further joint efforts to increase Ukraine's civilian cyber resilience, particularly through the Tallinn Mechanism, as well as conducting further regular meetings within the bilateral cyber dialogue, initiated in June 2026 as an enhanced horizontal coordination format.
Canada and Ukraine will work together to support safe and secure navigation in the Black Sea, through strengthening the security and resilience of critical port infrastructure, and further disrupting and deterring Russia's shadow fleet to counter its illegal, unsafe and hazardous activities.
Recognising Ukraine's vital role in global food security, Canada will support Ukraine's agricultural sector from planting to storage of agricultural products.
The leaders reaffirm their determination to hold the Russian Federation and its senior political and military leaders accountable for its war of aggression against Ukraine and for any violations of international humanitarian law and international human rights law committed during the war. Canada and Ukraine welcome progress towards the operationalisation of the Special Tribunal for the Crime of Aggression against Ukraine. The leaders will continue working together, including within the G7, to maintain international support and ensure the Special Tribunal's timely operationalisation.
Canada and Ukraine also reaffirm their commitment to ensuring full and effective compensation for the damage caused by the aggression of the Russian Federation. The leaders will continue their joint efforts, including through the G7, to support the swift operationalisation of the International Claims Commission for Ukraine and advance a comprehensive international accountability and reparations framework.
Canada will maintain and tighten economic pressure on the Russian Federation and, with its G7 partners, will explore ways, consistent with domestic and international law, to put the full value of immobilised Russian Federation's sovereign assets to work for Ukraine.
Canada and Ukraine, along with Norway, are convening a second conference on September 28-29 in Toronto to enhance efforts to secure the return, rehabilitation, and reintegration of forcibly transferred and deported Ukrainian children, unlawfully detained civilians, and prisoners of war.
Recognising the sacrifices made by Ukraine's veterans and their families, the leaders agreed to launch a multi-donor initiative supporting their rehabilitation, reintegration and economic participation, and called on partners to join it. Canada and Ukraine will strengthen social cohesion for those most affected by the war, guided by inclusion, gender equality and human dignity.
The leaders committed to strengthening people-to-people ties through cooperation in education, youth exchanges, culture, sport, health and the preservation of Ukrainian cultural heritage, especially in the context of the war following the invasion of Ukraine by the Russian Federation. The two countries will develop a partnership on migration and mobility in support of Ukraine's recovery, including by initiating Ukraine's addition to the conditional electronic travel authorization (eTA) regime.
The leaders are determined to place the Canada-Ukraine partnership on an enduring footing for the century ahead. The leaders will work to conclude a comprehensive Strategic Partnership Agreement built on three pillars -- defence innovation, economic growth and reconstruction, and people-to-people ties.
Born of history and strengthened through adversity, the Canada-Ukraine partnership will promote a comprehensive, just and lasting peace and deliver for future generations."
