Jing Yang joins OSFI as Deputy Superintendent, Risk, Strategy and Policy

The Office of the Superintendent of Financial Institutions (OSFI) is pleased to welcome Jing Yang as Deputy Superintendent, Risk, Strategy and Policy, effective today. Ms. Yang's appointment was announced by Superintendent Peter Routledge in April 2026.

Jing Yang joins OSFI as Deputy Superintendent, Risk, Strategy and Policy

As Deputy Superintendent, Risk, Strategy and Policy, Ms. Yang will lead OSFI's regulatory modernization efforts in support of financial resilience, competition, and economic growth. She will oversee policy and guideline development, approvals, risk surveillance and quantification, strategic planning, enterprise risk management, finance, procurement and contracting, and data and governance functions.

Ms. Yang joins OSFI from the Bank of Canada, where she most recently served as Managing Director of Economic and Financial Research. She previously led the Bank's Financial Stability Department, with responsibility for risk assessment, crisis management and oversight of financial market infrastructures. In this capacity, she represented the Bank of Canada on Basel Committee on Banking Supervision (BCBS) and co-chaired its Task Force on Basel III evaluation. Before joining the Bank of Canada, she worked for more than a decade at the Bank for International Settlements and the Bank of England and also held a position at the European Central Bank.

Ms. Yang holds a doctorate in economics from Concordia University in Montréal and master's and bachelor's degrees in economics from Fudan University in Shanghai, China.
