Government of Canada announces funding for Indigenous-led alternatives to incarceration in Manitoba

GOD'S RIVER, MB, Aug. 27, 2026 /CNW/ -- Today, the Honourable Rebecca Chartrand, Minister of Northern and Arctic Affairs and Minister responsible for the Canadian Northern Economic Development Agency, on behalf of the Honourable Gary Anandasangaree, Minister of Public Safety, announced $5 million in federal funding to the Manitoba Keewatinowi Okimakanak (MKO) to support Indigenous-led alternatives to incarceration for First Nations individuals.

The project, the MKO Gladue Pathways to Healing Initiative, will help courts consider culturally informed sentencing options that address the root causes of justice system involvement while promoting healing, accountability, and safer communities.

Participants will receive individualized plans, case management services and supports that also engage families and communities. Program staff will also help participants connect with housing, health, addictions, counselling, education and other community resources that can contribute to long-term stability and positive outcomes.

The project will reach up to 26 MKO member communities in Manitoba and support up to 500 individuals annually. By helping individuals address underlying challenges, strengthen community connections and take accountability through structured healing and wellness plans, the initiative aims to reduce reoffending and improve public safety.

This project is funded by Public Safety Canada's Indigenous Community Corrections Initiative, an initiative which provides funding for projects that support alternatives to incarceration and the reintegration of Indigenous offenders.

• The project is built on strong partnerships with Indigenous communities and organizations as well as federal and provincial justice partners. MKO will work closely with provincial courts and corrections, the Correctional Service of Canada, Manitoba Justice, the RCMP, local police services, and health and social service providers to help ensure participants have access to coordinated and ongoing support. It also includes ongoing data collection, performance measurement, and evaluation activities to help assess participant outcomes and inform continuous improvement.
• The Indigenous Community Corrections Initiative (ICCI) supports the development of culturally relevant alternatives to incarceration and community-based reintegration projects that address the unique circumstances of Indigenous Peoples in Canada. Through Indigenous-led approaches to community corrections, including alternatives to incarceration and reintegration supports, the initiative promotes healing, rehabilitation and community safety, while supporting efforts to reduce recidivism.
• Renewed in 2022 as part of the Federal Framework to Reduce Recidivism, the ICCI is delivered through the Aboriginal Community Safety Development Contribution Program (ACSDCP). The ACSDCP provides funding to Indigenous organizations (on and off reserve), Indigenous governments and municipalities in collaboration with Indigenous organizations and/or communities, as well as universities and colleges, to develop tailored approaches to community safety that are responsive to the concerns, priorities and unique circumstances of Indigenous communities.
