FCM's Green Municipal Fund releases its 2025-26 annual report: Building Canada's sustainable advantage

Report shows how local resilience, low-carbon infrastructure, and clean energy are building a stronger, more competitive Canada

OTTAWA, ON, Sept. 10, 2026 /CNW/ -- Today, the Federation of Canadian Municipalities' (FCM) Green Municipal Fund (GMF) released its 2025-26 Annual Report, Building Canada's Sustainable Advantage. The report details how the organization is helping municipalities protect their communities, strengthen local infrastructure, advance energy-saving retrofits, drive new investment opportunities, and make life more affordable for Canadians. Canada's economic advantage is built locally - and GMF's work over the past year shows how strengthening communities at the local level is key to creating national competitiveness.

GMF is a globally unique, made-in-Canada solution – leveraging and managing a $2.4 billion endowment, funded by the Government of Canada, to drive on-the-ground change in Canadian communities building sustainable, resilient infrastructure that delivers both economic and environmental benefits to communities.

"Canada's municipalities are at the forefront of many of our nation's biggest challenges – affordability, housing, climate preparedness," said Tim Tierney, FCM President. "GMF delivers tools that local leaders can use to build resilience, deliver on clean energy, and improve affordability for their residents."

Now marking 26 years of federal-municipal partnership and delivery, GMF-funded projects have contributed $5.6 billion to Canada's GDP, generated $3.1 billion in wages and salaries, and created nearly 60,000 person-years of employment for Canadian workers. Since 2019 alone, GMF has also mobilized more than $270 million in private capital, with a goal of mobilizing $600 million in new public, private and philanthropic capital over the next three years.

In 2025-26, GMF approved $229 million in funding, tapping into its core strength of turning ambitious goals into forward-thinking programs, delivered with scale and speed.

Whether it's building communities' resilience to extreme weather, or scaling cost-saving home energy retrofits, GMF is a smart, innovative, reliable model for the future of Canadian growth."

2025-26 highlights include:

• Building resilience against climate risk: Helping communities protect homes, public buildings and local infrastructure from extreme weather. Since the 2024 launch of Local Leadership for Climate Adaptation, more than 17,600 people and 160 public buildings or spaces are anticipated to become better prepared for climate risks.
• Fostering local prosperity for a competitive economy: Supporting projects that create local jobs, reduce energy use and lower costs. Through energy-saving home retrofits, homeowners are expected to save approximately 30% on their energy bills. These investments reduce household costs and are anticipated to support more than 3,000 jobs.
• Strengthening local energy security and reliability: Investing in community energy systems that reduce emissions, create stable long-term revenue, and protect communities from energy price volatility and strengthen local energy security.
• Supporting strong, affordable communities: Helping communities focus on what matters to Canadians - saving money on energy bills and building more local affordable housing.  This includes $51 million in funding for 99 projects to retrofit existing housing or build new homes, 450 affordable housing units retrofitted or built, and 7,600 anticipated units supported through plans and studies. These projects also help building owners save up to 46% on their energy operating costs.
