KITCHENER, ON, Jan. 27, 2015 /CNW/ - Senior Crown counsel Robert Hubbard appeared in the Ontario Court of Justice this morning to announce that the Crown is withdrawing all charges against Dr. Kulbir Billing, a local physician with a specialization in pain management.
On December 8, 2014, the Ontario Provincial Police charged Dr. Billing with two counts of Fraud over $5,000, alleging that he had billed the Ontario Health Insurance Plan and the Workplace Safety and Insurance Board for services that were not rendered. Less than two months later, the charges were withdrawn at Dr. Billing's first court appearance.
In court this morning, Mr. Hubbard explained the Crown's decision, stating "There is no reasonable prospect of conviction based on the evidence we have seen in this case."
Dr. Billing's counsel, David Porter of McCarthy Tétrault LLP, welcomed the withdrawal of all charges. "Dr. Billing is pleased that the Crown reviewed the evidence in this matter and determined that there was no basis to proceed", said Mr. Porter.
Dr. Billing maintains a pain management clinic at 1601 River Street East in Kitchener, where he provides medical care to hundreds of patients. He also practices at the Palmerston District Hospital.
