Contract sharing scheme in Laval and Montreal: Normand Bédard struck from the roll for 18 months and fined $10,000

MONTREAL, July 24, 2017 /CNW Telbec/ - The Disciplinary Council of the Ordre des ingénieurs du Québec rendered its decision on guilt and penalty in the case of Norman Bédard, who will be struck from the OIQ's roll for a period of 18 months and fined a total of $10,000. In its decision, the Disciplinary Council also ordered Mr. Bédard to pay all costs in connection with the proceedings, including publication costs.

For participating in a contract sharing scheme that made it possible to circumvent the competitive bidding processes of the cities of Laval and Montreal and encouraging a peer to participate in it, Mr. Bédard was found guilty of violating several provisions of the Code of Ethics of Engineers, which specifically concern the use of dishonest and doubtful practices and conflicts of interests.

Mr. Bédard was also found guilty of paying or agreeing to pay a bribe to a political party in order to obtain a contract, or during the execution of work.

Mr. Bédard's alleged offences were committed between 2003 and 2006, while he was President of the firm Sintra.

The full version of the Disciplinary Council's decision, including the summary of charges, is available on the OIQ's Web site.

As a reminder, the sanctions imposed by the Disciplinary Council are meant to protect the public by dissuading professionals from repeating offences and by setting an example for other members of the profession.
