TORONTO, Jan. 23, 2013 /CNW/ - In frigid temperatures, a Toronto Hydro crew inspects an eight-foot-deep, water-filled cable chamber on Spadina Avenue, near Dupont Street. The water is threatening to overflow onto the street. To keep the area safe, crews return at least weekly to pump the water out. It's all in a day's work with an aging grid.
