ROTHESAY, NB, Oct. 30, 2026 /CNW/ -- The Government of Canada is using every tool at its disposal, leveraging technology, innovation and partnerships, to build homes at scale.
To that end, the Governments of Canada and New Brunswick, in partnership with the Town of Rothesay, have announced a joint investment of more than $28 million in two projects to build a new wastewater treatment facility in Rothesay and expand municipal water, wastewater, and stormwater service to allow for new housing development.
This was announced by Secretary of State Wayne Long, Minister Alyson Townsend and Mayor Matt Alexander.
The first investment supports the second phase of construction (phase 2B) for the new wastewater treatment facility on Maliseet Drive. The new facility will use ultraviolet disinfection which will increase the municipality's capacity to treat and manage its wastewater. An earlier phase of this project (phase 2A) was announced in 2021.
In addition, the second project involves the installation of 1 kilometre each of water, wastewater, and stormwater pipes in order to facilitate the construction of the Legacy Village seniors' housing development on Villa Madonna Road. This new infrastructure will enable the construction of up to 89 housing units. This project is part of the Governments of Canada and New Brunswick's funding agreement that is paving the way for the construction of more homes to support a growing population.
These important infrastructure projects support the Government of Canada's goal to address the housing crisis, and complement the work of Build Canada Homes, a new federal agency that will build affordable homes, support builders with financing, and encourage better building methods.

Rothesay - Wastewater Treatment Facility Upgrade - Phase 2B
- For phase 2B of the wastewater treatment facility, the federal government is investing $10,200,000 through the Green Infrastructure Stream (GIS) of the Investing in Canada Infrastructure Program. The Government of New Brunswick is investing $8,499,150 and the Town of Rothesay is contributing $6,800,850.
Legacy Village Development in Rothesay, NB
- For the water, wastewater, and stormwater infrastructure at Legacy Village, the federal government is investing $1,401,775 through the Provincial and Territorial Agreement stream of the Canada Housing Infrastructure Fund (CHIF), while the Government of New Brunswick is investing $934,423 and the Town of Rothesay is contributing $467,352.
- CHIF is designed to help communities build the infrastructure necessary to support more homes and increase housing density. The funding can be used for projects that improve drinking water, wastewater, and stormwater systems, as well as initiatives that preserve existing capacity, enhance system reliability, or implement waste diversion measures to reduce landfill use.
- The federal government is investing $3.65 billion in local infrastructure across Canada through CHIF.
- A share of CHIF is allocated to support long-term provincial and territorial priorities. Provinces and territories must finalize an agreement with the Government of Canada and commit to key housing-enabling conditions to receive funding.
- Launched on September 14, 2025, Build Canada Homes is Canada's new federal agency, with the mandate to scale up the supply of affordable housing. By leveraging public land, flexible financial tools, and modern methods of construction, the agency is catalysing a more productive and innovative homebuilding industry.
