MONTREAL, May 12 /CNW Telbec/ - The Régie de l'énergie, Québec's energy regulator, today issued their ruling in response to complaints filed by Newfoundland and Labrador Hydro, a subsidiary of Nalcor Energy, against Hydro-Québec TransÉnergie.
In its ruling, the Régie de l'énergie rejected Nalcor's complaints and in doing so, confirmed that Hydro-Québec TransÉnergie operates its transmission grid in full compliance with the rules and regulations of its open access transmission tariff (OATT) and in accordance with the principle of open and non-discriminatory access. Newfoundland and Labrador Hydro was never denied fair and open access to Hydro-Québec's transmission grid; it must be willing to pay its share of the transmission costs and facilities upgrades. Furthermore, the Régie de l'énergie confirmed that Newfoundland and Labrador Hydro had not itself adhered completely to the provisions of the OATT in requesting transmission service from Hydro-Québec TransÉnergie.
Hydro-Québec welcomes the Régie de l'énergie's decision. It confirms that Hydro-Québec TransÉnergie respects the energy market rules that are based on the open and non-discriminatory access to transmission.

Our system comprises 33,244 km of lines and 515 substations, as well as interconnections for interchanging electricity with grids in the Atlantic provinces, Ontario and the U.S. Northeast. Our rates and conditions of service, approved by the Régie de l'énergie, ensure non-discriminatory access to our system, in compliance with North American regulatory provisions.
