MISSISSAUGA, ON, April 24 /CNW/ - The Special Investigations Unit (SIU)
is continuing its probe into the circumstances surrounding the shooting of a
Montreal area man by the Ottawa Police Service (OPS) on April 22, 2009.
The SIU has assigned four investigators and three forensic investigators
to probe the circumstances surrounding this incident.
To date the SIU investigation has determined that at 6:00 p.m. on April
22, 2009 the OPS pursued a vehicle eastbound on Highway 417 relevant to an
earlier criminal investigation. The vehicle was stopped at Highway 417 and
Walkley Road. 43 year old Richard Bastien got out of the car and interacted
with three officers. At some point during this interaction Mr. Bastien
produced a handgun. An officer fired a number of shots and Mr. Bastien was
Mr. Bastien was taken to Ottawa Civic Hospital where he was admitted with
life-threatening injuries. He remains in hospital in critical condition.
The SIU has designated one officer as a subject officer and four officers
as witness officers.

The SIU is a civilian agency that investigates cases of serious injuries
(including allegations of sexual assault) and deaths involving the police.
Pursuant to section 113 of the Police Services Act, the Director of the SIU is
mandated to consider whether a criminal offence has been committed by an
officer(s) in connection with the incident under investigation and, where
warranted by the evidence, to cause a criminal charge or charges to be laid
against the officer(s). The Director reports the results of investigations to
the Attorney General.
