TORONTO, May 5 /CNW/ - The RCMP Greater Toronto Area Commercial Crime
Section has laid criminal charges against Xuemin (Kevin) ZHANG (age 53) of
Toronto, Ontario for fraud over $5000.00 and uttering forged documents
contrary to the Criminal Code. These charges emanated from an investigation
referred to the RCMP from Service Canada, the federal government ministry
responsible for the Employment Insurance Program.
Service Canada investigators alerted the RCMP Commercial Crime Section
after they discovered anomalies surrounding numerous employment insurance
claims facilitated by Xuemin ZHANG on behalf of clients of his business known
as Rich Hunting Group. Investigators found that the business, known as Tien
Ren Ji Yuan, guaranteed 100% success in employment insurance claims and
advertised through the internet. A 5 1/2 month investigation by the RCMP
resulted in criminal charges against ZHANG. The RCMP is alleging that Xuemin
ZHANG contrived various fictitious scenarios or manipulated the process for
clients so they could fraudulently qualify for employment insurance. It is
alleged that ZHANG facilitated over 100 fraudulent employment insurance
claims. The loss to the Federal Government because of fraudulent employment
insurance claims is significant.
The RCMP is responsible for the investigation of fraud where the
Government of Canada is a victim. In conjunction with Service Canada, the RCMP
Greater Toronto Area Commercial Crime Section actively investigates abuses
that occur within the Employment Insurance program. "Identifying and
investigating allegations of fraud in order to preserve the integrity of
government programs, and the economy as a whole, continues to be a significant
priority for us," stated Inspector David Bellamy, Officer in Charge of the GTA
Commercial Crime Section. "The RCMP investigation represents our commitment to
work in concert with Service Canada to preserve the integrity of the
Employment Insurance program."
Mr. ZHANG's first court appearance is scheduled for May 8th, 2009, at
09:00 AM at the Old City Hall Courthouse in Toronto.
