MONTREAL, May 19 /CNW Telbec/ - It is tonight that the Office de
consultation publique de Montréal (OCPM) begins the consultation on two
construction projects in the area of Saint-Laurent Boulevard and
Sainte-Catherine Street, at the heart of the Quartier des spectacles.
The first building, the "2-22 Sainte-Catherine," will be built on a
900-square-metre lot along Sainte-Catherine Street, east of Saint-Laurent
Boulevard and west of Saint-Dominique Street. The glassed facade of the
33.5-metre-tall, eight-storey building on Sainte-Catherine Street will be
flanked by two more opaque lateral facades. The building will house the
Vitrine culturelle as well as a central promotion and ticket office for
cultural events. It is slated to become a symbolic, visual landmark for the
arts, shows and entertainment.
The second building, the "Quadrilatère Saint-Laurent," will be erected on
lots covering an area of 4100 square metres between the National Monument and
Sainte-Catherine Street, west of Saint-Laurent Boulevard and east of Clark
Street. The project involves a commercial complex comprising approximately
28,000 square metres of office space and 4000 square metres of retail space.
The complex will include an underground parking garage for 231 automobiles and
The building will feature a three-storey volume along the edge of the
property, topped with a second volume recessed from the first. Its highest
point will not exceed 48 metres. Although the project calls for the demolition
of existing buildings, certain facades of heritage interest will be removed
and later integrated into the new building.
The developer for both projects is the Société de développement Angus
The projects require amendments to the Montréal Master Plan, the adoption
of a Projet Particulier pursuant to the Règlement sur les projets particuliers
de construction, de modification ou d'occupation d'un immeuble dans
l'arrondissement Ville-Marie, as well as a by-law amending the planning by-law
of the borough of Ville-Marie. The amendments in question pertain to height
and density. An amendment to the Programme particulier d'urbanisme du Quartier
des spectacles (PPU) is also planned, involving the addition of a building
acquisition program to allow the project to proceed. As the draft by-law
amending the zoning by-law of the borough of Ville-Marie was adopted under
section 89, subparagraph 3 of the Charter of Ville de Montréal, it is not
subject to approval by referendum.
In view of the important structuring effects of the two projects on that
area of Saint-Laurent Boulevard, it has been decided that consultations will
be held by commissions working closely together. The consultation will be held
in two parts. In the first, citizens and groups are invited to attend
information evenings where the developer will present its plans and City
representatives will explain the by-laws required for their implementation.
The citizens may then ask any questions they like about the projects. The
evenings, which will examine specific aspects of the projects, are scheduled

for the "2.22 Sainte-Catherine" project, and on Tuesday, June 9, for the
