Primary Energy Recycling Corporation Receives US EPA Recognition of Low Carbon Emissions and Announces Name Change of Manager

    OAK BROOK, IL, Feb. 12 /CNW/ - Primary Energy Recycling Corporation
(TSX: PRI.UN) has received recognition from the US Environmental Protection
Agency for low carbon emission operations. Also, the Manager has advised of a
change in its name.
    The United States Environmental Protection Agency (EPA) has recognized
thirteen power plants that have been operated by the Manager for high
environmental efficiency. Four of the thirteen plants are owned by Primary
Energy Recycling Corporation (PERC). They include Cokenergy, Northlake Energy
and Ironside Energy in East Chicago, Indiana; and Portside Energy in Portage,
Indiana. The EPA's Combined Heat and Power Partnership issued a Greenhouse Gas
Reduction Report in 2007 to the company recognizing its low-emission
    During 2007, the PERC plants used Recycled Energy and Combined Heat and
Power (CHP) technology to reduce carbon emissions by 294,000 metric tons of
carbon equivalents compared to similar plants using separate heat and power
sources. The EPA said that is equivalent to taking 196,000 cars off the road,
or planting 294,000 acres of forest.
    "This recognition by the EPA highlights the fact that combined heat and
power and recycling energy plants can significantly reduce greenhouse gas
emissions today," said John Prunkl, President of the Manager. "The technology
is proven and economic. Improving energy efficiency is the most cost effective
and fastest way to reduce carbon emissions available to our society. We are
very proud of the environmental benefits we provide each and every day from
our facilities." Recycled Energy and Combined Heat and Power projects take one
source of energy and convert it into two usable energy forms with the result
of increased efficiency and lower emissions.
    On January 31, 2008 Primary Energy Ventures LLC changed its name to EPCOR
USA Ventures LLC. This name change is a result of the purchase of the Manager
on November 1, 2006 by the EPCOR Power LP (TSX:EP.UN) and is part of the
company's overall branding efforts.
    The Issuer owns a majority interest in Primary Energy Recycling Holdings

indirectly owns and operates four recycled energy projects and a 50% interest
