PowerComm Inc. joint venture secures first Kazakh contract

    EDMONTON and ATYRAU, Kazakhstan, Oct. 9 /CNW/ - PowerComm Inc. (PCG:TSX)
through its Joint Venture Partnership, PowerComm KO LLP based in Atyrau,
Kazakhstan, announced today that it has entered into a contract to supply the
construction of approximately ten kilometers of power lines as well as the
installation and upgrade of three distribution stations in the Atyrau Oblast,
(Municipality), Kazakhstan.
    The joint venture estimates the contract to have an initial value of
925,591,714 Tenge ($7,280,000 USD). The project commences immediately and is
expected to be completed by year end.
    This is the first phase of a power distribution upgrade project with a
total estimated value of 38,738,610,000 Tenge, ($309,988,000 USD). The whole
project is expected to be completed by the end of 2008.
    PowerComm KO LLP is fifty percent owned by PowerComm Inc. and fifty
percent owned by MunaiServiceAlem LLP (MSA), a Kazakh corporation. It is
actively pursuing additional opportunities within the Republic of Kazakhstan.
