On this date in history...

    TORONTO, Sept. 30 /CNW/ -

    September 30, 1989: The Toronto Blue Jays defeat the Baltimore Orioles
4-3 to win their second American League East division title.

    September 30, 1990: After saying to America, "Read my lips; no new
taxes," President George H. W. Bush announces his plan to increase taxes to
the tune of $134 billion.

    September 30, 2003: Dalton McGuinty makes another promise to the people
of Ontario:

        "A Liberal government will pursue an ambitious waste diversion
        program, diverting 60 percent of waste from landfills within five
        years." (Ontario Liberal Party press release)

    Dalton McGuinty then sped up the timeline and had his Minister of
Environment go out and promise that the 60% target would be met by 2005:

        "...this government intends to assist municipalities to divert 60% of
        their municipal solid waste by the year 2005." (Leona Dombrowsky,
        Hansard, December 3, 2003)

    But then Dalton McGuinty went back to 2008:

        "Ontario is setting an ambitious new provincial goal: to divert 60%
        of waste from disposal by 2008," (Leona Dombrowsky, Hansard,
        April 5, 2004)

    Ontarians were starting to think something smelled funny:

        "Liberals trash targets out of reach: critics" (CBC.ca, July 25,

    But that wasn't going to stop them:

        "We have an amazing plan," (John Wilkinson, Hansard,
        October 17, 2005)

    Until they finally had to admit that he wasn't going to keep it at all:

        "Ontario's environment minister admits the Liberal government won't
        succeed in keeping one of its biggest campaign promises - to divert
        60 per cent of garbage from landfills by the end of 2008." (CBC.ca,
        "Ontario Liberals miss trash diversion target: minister,"
        January 30, 2007)

    Dalton McGuinty's promise to divert 60% of waste from landfills within
five years...it's one more promise that he was quick to make, but failed to
