Company Hires New President and Chief Executive Officer
CALGARY, July 29 /CNW/ - North West Upgrading (North West), a
Calgary-based, privately-owned company building an independent, heavy oil
Upgrader in Sturgeon County, Alberta, today announced the appointment of Mr.
Douglas P. Quinn as President and Chief Executive Officer, effective September
Mr. Quinn joins North West as a senior refining executive with more than
35 years experience and a proven track record of operating profitable
refineries. His career has been devoted to technical and management roles in
the refining and oil sands industry. He provided senior leadership to the
Athabasca Oil Sands Project during its design and early construction.
Immediately prior to joining North West, he was the Site General Manager for a
large, complex oil refinery on the U.S. Gulf Coast which utilizes the key
technologies North West has selected. North West employs a fully integrated
process to extract the highest value from heavy oil and minimize both natural
gas use and the environmental footprint of the facility. Mr. Quinn is an
expert in operating this technically advanced type of refinery safely,
profitably and reliably.
With North West permitted for all three phases of its Project, and with
Engineering Design Specification now complete, the Company is ready to take
the next steps: construction, commissioning and operations. As North West
makes this transition it is a natural time to expand the experience and skills
of the management team.

building an independent, heavy oil upgrader in Alberta's Industrial Heartland.
The Upgrader will significantly increase the economic value of Alberta's
bitumen and heavy oil production by producing light, low sulphur product, 85%
of which is Ultra Low Sulphur Diesel and diluent. North West's process
eliminates production of coke, uses gasification to make hydrogen from the
heaviest components of bitumen and enables the capture of pure carbon dioxide.
A commercial arrangement to sell carbon dioxide for Enhanced Oil Recovery
makes North West the only upgrader designed with an integrated CO2 management
solution. The North West Upgrader will have a total processing capacity of
231,000 barrels per day of blended feedstock over three phases. Site
