MTS Allstream Welcomes CRTC Forbearance Ruling in Winnipeg Market

    WINNIPEG, Aug. 3 /CNW/ - Today, MTS Allstream Inc. ("MTS Allstream")
welcomed the ruling by the Canadian Radio-television and Telecommunications
Commission ("CRTC") granting retail deregulation, known as forbearance, in the
Winnipeg residential telecommunications market.
    In order to obtain this ruling, MTS Allstream has filed evidence with the
CRTC demonstrating both that the Winnipeg market is competitive, and that MTS
Allstream has fully met the requisite Competitor Quality of Service ("QoS")
criteria for retail deregulation of the residential local telephone market.
    "As one of the first major urban retail markets in Canada to be
deregulated, we are pleased that the Commission has recognized not only the
extent of competitive activity in the Winnipeg residential telecommunications
market, but also MTS Allstream's efforts to provide consistent and reliable
QoS to competitors within the marketplace," said Chris Peirce, Chief
Regulatory Officer, MTS Allstream. "As we have said, these requirements
provide competitors with a QoS that is an essential ingredient to a healthy
competitive market. We are pleased the Commission has recognized the right
conditions are in place in Winnipeg, and we expect that forbearance
applications in other markets will be judged by the same standards, to ensure
that both residential and business customers are well served in a deregulated
environment."

    MTS Allstream filed its forbearance application for the Winnipeg market
on May 8, 2007, and filed proof of compliance with QoS criteria on June 15,
2007.
