Montana State Department of Environmental Quality ("DEQ") for review.

The Company's President and CEO, Glenn M. Dobbs, stated "We are extremely
pleased to have the Preliminary Draft completed, as it is the culmination of
all of the environmental assessment work completed to date, marking the
completion of the most significant step so far in the EIS process. All parties

and comment, which publication is expected in April 2008.

permitting process on behalf of the Company, stated, "This is a very important
step in the overall EIS process. While this is only a preliminary draft which
will go through several reviews prior to being released for public comment, it
marks the first major step towards completion of the EIS and issuance of a
Record of Decision."
