This is the third annual report released by Ontario's Chief Energy
Conservation Officer; it serves as a "report card" on how the province is at
energy conservation and identifies key recommendations for future improvement.
The Chief Energy Conservation Officer and the Conservation Bureau are
part of the Ontario Power Authority (OPA), and work toward promoting a culture
