    TORONTO, Sept. 28 /CNW/ - It seems every time the Conservatives are in
trouble with candidates questioning their leader - out come props and the
'tough on crime' talk.
    They were so tough on crime that the Auditor General reported 10,000
outstanding arrest warrants in 2002.
    So tough that they refuse to get out of the holster of the gun lobby and
join the McGuinty Liberal call for a handgun ban.
    With 12 days to go in the 2003 election campaign Ernie Eves stood with
his barbed wire in hand.
    With 12 days to go in the 2007 election campaign John Tory held up an
ankle bracelet.
    Different Tory, same old story.
