MONTREAL, Aug. 3 /CNW Telbec/ - Hydro-Québec Distribution today filed an
application with the Régie de l'énergie for a 2.9% rate adjustment applicable
April 1, 2008. If the application is approved, the increase in the monthly
bill will be $1.41 for an average apartment, $3.46 for a small house and $6.28
for a large house.
In keeping with the last rate decision of the Régie, Hydro-Québec
Distribution is asking for partial recovery in 2008 of power transmission
costs for 2005-2007 that have not yet been reflected in electricity rates.
These costs account for more than half of the rate adjustment requested for
Régie hearings on the rate application will be held in the coming months.
The Régie is the body mandated by law to set electricity rates in Québec.
More help for low-income households
Hydro-Québec Distribution is continuing its efforts to assist low-income
households. About twenty new initiatives have been identified through the work
of a committee composed of representatives of groups active with this
clientele. A budget of $3 million will be allocated to these initiatives
starting in 2008. In cooperation with the Agence de l'efficacité énergétique,
another $30 million will be invested in energy efficiency programs for this
customer segment in 2008.
Customer response to energy efficiency programs in recent years has
exceeded expectations. Encouraged by the results, Hydro-Québec plans to invest
an additional $252 million in such programs in 2008.
Time-of-use rates pilot project
Hydro-Québec Distribution has proposed a time-of-use rates pilot project
that will provide more accurate data and a better picture of costs and
customer benefits. As mentioned in the 2006-2015 energy strategy for Québec,
the government wants Hydro-Québec Distribution to gradually introduce rate
tiers based on season and time of use. This approach is also supported by the
Régie de l'énergie.
