EDS Awarded $179 Million Contract to Support Defense Manpower Data Center

    HERNDON, Va., March 10 /CNW/ -- EDS has been awarded a contract to
provide information technology support services to the Defense Manpower Data
Center (DMDC), the Defense Department's primary source of identity management
and personnel benefits data. The contract, which runs one year followed by
four one-year option periods, extends a relationship between DMDC and EDS that
has spanned nearly 30 years. The contract is worth $179 million if all options
are exercised.
    Through this effort, DMDC will continue and expand on its role as the
organization within the Office of the Secretary of Defense that maintains the
largest and most comprehensive central archive of personnel, manpower,
casualty, pay, entitlements, procurement, survey, testing, training, and
financial data in the U.S. Department of Defense (DoD). EDS will support DMDC
with personnel experienced with the newest technologies, systems and
application software to ensure the security and integrity of DMDC systems.
    DMDC is a world leader in identity management and the authoritative
source within the DoD for personnel identity protection services, including
identity authentication and authorization for more than 35 million DoD
personnel and their families who receive benefits and entitlements. With
support from EDS, DMDC validates and authenticates the identities of DoD
affiliated personnel to authorize physical access to military sites worldwide
and entry onto Defense networks and computer systems. DMDC also provides full
stewardship for records of DoD affiliated personnel in the Person Data
Repository and supports more than five million daily transactions related to
eligibility and other personnel issues via the Defense Enrollment Eligibility
Reporting System (DEERS) database.
    One of DMDC's most notable programs includes the successful issuance of
more than 15 million Homeland Security Presidential Directive-12 (HSPD-12)
compliant, Java-based, Common Access Cards (CAC). The CAC program is the
department's key tool to authenticate the identities of active duty, reserve,
National Guard and DoD civilian and contractor personnel.
    This contract will demonstrate EDS' expertise with regard to HSPD-12
compliance, service oriented architectures and applications modernization, as
well as EDS' growing commitment to industry best practices such as Lean Six
Sigma quality standards. EDS will also apply the innovative technology of its
EDS Agility Alliance team members Sun Microsystems and Oracle, as well as
identity assurance solutions from ActivIdentity and the personnel systems
expertise of consultant Booz Allen Hamilton.
