Canadian Migration Institute praises Manitoba Worker Recruitment and Protection Act as a bold step forward

    TORONTO, April 1 /CNW/ - The Canadian Migration Institute (CMI)
congratulates the Province of Manitoba's Labour and Immigration Minister,
Nancy Allan and her department on the introduction of Manitoba's Worker
Recruitment and Protection Act, which takes effect today. CMI heralds this new
legislation as a bold step forward by the Manitoba government in the fight to
protect vulnerable foreign workers.
    Effective April 1, 2009, any person who assists a foreign worker in
finding employment in Manitoba, or assists an employer in finding a foreign
worker for a job in Manitoba, will be required to apply for and hold a
license. Only members in good standing of the Canadian Society of Immigration
Consultants (CSIC), a member of a provincial bar or a member of the Chambre
des notaires du Québec will be eligible to apply for the license. The new
legislation also requires employers wanting to recruit foreign workers to
first register with the province; prohibits recruiters and employers from
collecting a fee from prospective foreign workers; and contains stronger
enforcement provisions.
    Imran Qayyum, Chair of CMI, says "we welcome this legislation as it
provides protection for foreign workers and closes another door on
unscrupulous ghost agents." Indeed, CMI has from the start endorsed the
legislation, which it believes addresses the critical issues of abuses of
foreign workers and employment law at the provincial level.

    CMI's mandate is to educate, accredit and advocate on behalf of
immigration law and policy. The organization, which was formed in 2007, today
has more than 1400 immigration practitioners, called Fellows of CMI. Fellows
of CMI include Certified Canadian Immigration Consultants, members of a
provincial bar and members of the Chambre des notaires du Québec.
