RocklandMD and Hôpital du Sacré Cœur: A public private partnership with more than 6,000 surgeries done to date providing greater access to healthcare

MONTREAL, May 10 /CNW Telbec/ - The innovative partnership between the RocklandMD Surgery Centre, a 2011 Mercuriades awards finalist in the Productivity Growth category, and Hôpital Sacré-Cœur has been providing highly positive results for the healthcare system and is a successful initiative to increase access to care.

A unique hospital partnership

In 2007, Sacré-Cœur signed a ground-breaking agreement with the RocklandMD Surgery Centre, making RocklandMD its privately run off-campus outpatient surgery centre, accessible to patients on the hospital's day surgery waiting list.

Since February 5, 2008, surgeons from Sacré-Cœur hospital have conducted more than 6,000 outpatient surgeries, including breast cancer operations as well as bariatric, orthopaedic, gynecology and, plastic surgery, in addition to various types of general surgeries.

Outsourcing has optimized the operating capacity of Sacré-Cœur's surgery activities and is one of the partnership's greatest achievements, says Dr. Ronald Denis, Chief of the hospital's Surgery Department. "It would be impossible today to think of operating and providing the same level of access and quality care without making use of the RocklandMD Surgery Centre's services," he emphasizes. "We regard this partnership as a model for solving the healthcare blockage in the public system."

A definite benefit for patients and for the healthcare system

The surgeries performed at the RocklandMD Surgery Centre are in addition to those done at the hospital. Because it is not subject to a trauma centre's unforeseeable emergency surgery load, the RocklandMD Surgery Centre can plan and execute a series of operations without delay, ranging from the simplest to the most complex, thereby increasing the accessibility and the efficiency of the system.

"We have mobilized every employee and every professional around a clear vision," says Dr. Fernand Taras, the Centre's Medical Director. "The results prove that our operational excellence, both clinical and administrative, has helped improve the healthcare system."

Due to the increase in Sacré-Cœur's  operating capacity, waiting lists have been shortened considerably. For example, waiting time for a breast cancer operation has dropped from six months to one or two weeks. For bariatric surgery, waiting time has gone from more than a year to less than six months.

Reducing the congestion in Sacré-Cœur's surgery department has enabled it to focus on the most serious cases, especially in orthopaedics. This has led to an increase in the number of complex surgeries at the hospital - 450 more surgeries in 2009-2010 and 350 more in 2010-2011.

Transferring frontline surgery to the RocklandMD Surgery Centre also provides a valuable alternative for alleviating the impact of nosocomial outbreaks (VRE, C. difficile). These infections substantially reduce a hospital's surgical activities. The operating capacity provide by the RocklandMD Surgery Centre constitutes a primary alternative for maintaining planned outpatient operations, in top sanitary conditions.

In terms of patient benefit, the satisfaction level among patients is nearly 97%, according to the most recent Accreditation Canada study. This level is due, among other things, to the RocklandMD Surgery Centre's operating innovations in operations, which are shorter, less invasive and with better pain management thanks to anesthesia protocols that are better adapted to the outpatient environment, providing for faster post-operative recovery. In addition, more than 95% of RocklandMD Surgery Centre patients have confirmed a very high level of satisfaction with staff follow-up in pain management.

Healthcare based on versatility

Work organization is based on staff versatility and flexibility, enabling the RocklandMD Surgery Centre to achieve outstanding turnover rates of less than five minutes between operations while ensuring quality and safety levels that exceed required standards.

This performance, along with the RocklandMD Surgery Centre's contribution to access to care and its quality, are recognized by the surgeons at Sacré-Cœur hospital, who regard the partnership and the resulting operating capacity, with high levels of quality and safety, as a major asset for their patients.
