NEB schedules hearing for the Leismer to Kettle River Crossover Project

CALGARY, Nov. 1, 2011 /CNW/ - The National Energy Board (NEB or the Board) today announced that a public hearing will be held to consider an application submitted by NOVA Gas Transmission Ltd. (NGTL) for the proposed Leismer to Kettle River Crossover Project (the Project).

The oral part of the hearing process is scheduled to start at 9 am on Tuesday, 8 May 2012 at a location to be determined.

If approved, the Project is to be located around 90 kilometres south of Fort McMurray, Alberta, and would involve approximately 79 kilometres of new pipeline and related facilities, of which about 30.5 kilometres would be contiguous with existing pipeline right of way.

The pipeline has been designed for an initial capacity of approximately 27.5 million cubic metres (972 MMcf/d) of sweet gas. The construction, whose projected costs are estimated at $157 million, would start in November 2012. The pipeline is scheduled to be in service on 1 April 2013.

The NEB has identified a number of issues to be discussed during the proceeding. Among others, these include the need for and the economic feasibility of the proposed facilities, the suitability of design of the proposed facilities, the potential environmental and socio-economic effects, and the Project's potential impacts on Aboriginal interests, including Aboriginal and treaty rights.

Any person wishing to participate in this hearing process may do so in one of three ways:

i.     by filing an application to intervene with the Secretary of the Board and serving a copy on NGTL and its counsel by 8 December 2011;

ii.     by filing a letter of comment with the Secretary of the Board and serving a copy on NGTL and its counsel by 9 February 2012; or

iii.     by filing a letter with the Secretary of the Board requesting the opportunity to make an oral statement and serving a copy on NGTL and its counsel by 9 February 2012.

Upon request, the Board may hold a public information session in Conklin, Alberta prior to the public hearing. Any person interested in having the Board hold such a session should contact Carrie Randall at 403-299-3714 (toll free at 1-800-899-1265) no later than 18 November 2011.

Any member of the public is welcome to attend the public information session. These sessions are not a forum for discussing the merits or substance of the application, but are intended to assist people to better understand and participate in the Board's hearing process.
