The Romaine Hydroelectric Complex Project - Public hearing to begin October 27, 2008

QUEBEC, Oct. 8 /CNW Telbec/ - The first part of the public hearing for
Hydro-Québec's Romaine Hydroelectric Complex Project will begin on Monday,
October 27, 2008 at 7:30 p.m. in the basement of Saint-Pierre Church, located
at 742, Escale Blvd., in Havre-Saint-Pierre. If the Panel determines that it
requires more time, the meetings will continue in the afternoon and evening,
in the following days.
The Bureau d'audiences publiques sur l'environnement (BAPE) Panel is
comprised of Mr. Michel Germain, Chair and Mr. Louis Dériger, Commissioner.
Mr. Jean-Guy Beaudoin joins the BAPE Panel to form the Joint Review Panel.

CANADA-QUEBEC AGREEMENT ON ENVIRONMENTAL ASSESSMENT COOPERATION

The public review of the Romaine Hydroelectric Complex Project is being
carried out pursuant to the Canada-Quebec Agreement on Environmental
Assessment Cooperation. The Agreement, among other things, provides for the
possibility of establishing a Joint Review Panel for the public review of a
project. It is in this context that the Joint Review Panel was established and
will carry out its work concurrently with the BAPE Panel. The participation
process in this public hearing remains identical to a public hearing conducted
solely by the BAPE.

WEBCASTING OF SESSIONS AND ONLINE QUESTIONS

A live audio broadcast of the first part of the public hearing will be
available on the BAPE Web site at www.bape.gouv.qc.ca. The public's questions
on the project may be forwarded to the Panel by e-mail at
questions@bape.gouv.qc.ca, starting October 27 to November 7, 2008
inclusively. Information on how questions received by e-mail will be addressed
is available on the BAPE Web site.

TRANSLATION AND ONLINE POSTING OF SESSIONS

There will be simultaneous interpretation of the first part of the public
hearing into the Innu language. Recordings of the hearing sessions, in French
and in Innu, will be made available to the public on the BAPE and the Canadian
Environmental Assessment Agency's Web sites for future reference.

    TWO-PART HEARING

    1. Information

The public hearing will proceed in two parts. The first part will allow
the public and the Panel to obtain information on the project in general
and on certain specific aspects in the presence of the proponent and
    invited resource people.

    2. Provide comments

During the second part of the public hearing, for which the start date,
time and location will be announced shortly, the Panel will collect
public comments and recommendations. The Panel will hear all interested
persons, organizations, groups and municipalities wishing to express
their views on the project, in the form of either a written brief or an
    oral presentation.

In order to plan the second part of the public hearing, those interested
in filing a written statement to the joint review panel should advise
Ms. Monique Gélinas, Panel Secretariat Coordinator, at 418-643-7447 ext.423 or
toll-free at 1-800-463-4732, or by e-mail at romaine@bape.gouv.qc.ca, of their
