The Chief Electoral Officer publishes the highlights of the financial reports of provincial political parties for 2008



    QUEBEC, June 16 /CNW Telbec/ - Marcel Blanchet, Chief Electoral Officer
of Québec, is today publishing the highlights of the financial reports of the
political parties of Québec for the fiscal year ended on December 31, 2008. In
accordance with the provisions of the Election Act, the deadline for filing
financial reports for 2008 for political parties was April 30th of this year.
To learn more about the financial reports, interested persons can consult the
document entitled "Statistiques sur les rapports financiers des parties
politiques," which is notably available on the website of the Chief Electoral
Officer at www.electionsquebec.qc.ca.

    A Few Highlights...

    A review of the financial reports of Québec political parties for 2008, a
general election year, reveals the following highlights:

    
    - The revenues of the main political parties include the reimbursement of
      election expenses, which totaled just over $10 million.
    - In 2008, electors paid close to $18,000,000 in contributions to Québec
      political parties, as compared to just over $16.3 million in 2007. This
      represents an increase of 10.2%.
    - Thus, 69,674 electors made donations to parties, with the average
      contribution being $257. In 2007, 62,972 electors had made
      contributions, with the average being $259 per contribution. For all of
      the authorized political entities, these contributions represented
      54.6% of revenues in 2008 (as opposed to 50.9% in 2007).
    - The net assets (net worth) of the Québec Liberal Party at the end of
      2008 was $2,689,908, as compared to $44,570 for Québec solidaire, a
      deficit $116,747 for the Parti québécois and a deficit of $311,348 the
      Action démocratique du Québec.
    - For the first time in five years, the Québec Liberal Party collected
      more than nine million dollars in contributions.
    - During the last fiscal year, the four parties represented at the Québec
      National Assembly accounted for 98.6% of the accumulated revenues and
      98.5% of the expenses incurred by all of the political parties.

    General Information

    In 2008, the number of authorized parties increased to 17, with the
authorization by the Chief Electoral Officer of the Affiliation Québec,
Mouvement équité au Québec, Parti des immigrés du Québec, Parti durable du
Québec and Union du centre parties. On December 31, 2008, the following
political parties were authorized:

    - Action démocratique du Québec / Equipe Mario Dumont
    - Affiliation Québec
    - Bloc pot
    - Mouvement équité au Québec
    - Parti communiste du Québec
    - Parti démocratie chrétienne du Québec
    - Parti durable du Québec
    - Parti égalité / Equality Party
    - Parti indépendantiste
    - Parti des immigrés du Québec
    - Parti libéral du Québec / Quebec Liberal Party
    - Parti marxiste-léniniste du Québec
    - Parti québécois
    - Parti république du Québec
    - Parti vert du Québec / Green Party of Québec
    - Québec solidaire
    - Union du centre

    In all, 569 financial reports were expected for the 2008 fiscal year.
Financial reports were filed by 562 authorized entities, namely:

    - 14 out of 17 political parties (Affiliation Québec, Parti des immigrés
      du Québec and Parti république du Québec did not file their report);
    - 523 out of 524 party authorities (the organizations of the parties in
      the electoral divisions, the regions, province-wide);
    - 25 out of 28 authorized independent candidates.

    In 2008, political parties and their authorities, as well as authorized
independent candidates, had total revenues of $32,883,449 and expenses that
stood at $34,928,120. The four parties represented at the National Assembly
shared 98.6% of the revenues and 98.5% of the expenses.

    Popular Financing and State Participation

    One of the foundations of the system of political party financing is that
only electors can make contributions. This does not rule out State
participation, especially in the form of payments based on the number of votes
received by each of the parties at the last general election. Here is an
overview of the public participation:

    - contributions by electors totaled $17,965,998;
    - in this respect, 48,408 electors made contributions of $200 or less to
      the various authorized entities;
    - in all, 21,566 electors made contributions in excess of $200 and these
      contributions accounted for 81% of the money collected;
    - the average contribution was $257, as compared to $259 in 2007;
    - as for anonymous donations, they stood at $32,481, representing 0.18%
      of the total contributions.

    To these sums must be added the financial participation of the State
estimated at $20,014,379, of which $13,089,379 comes from the following
amounts stipulated in the Election Act administered by the Chief Electoral
Officer:

    These amounts do not include tax credits granted by Revenu Québec for
provincial political contributions. These credits can be estimated at about
$6,925,000 based on the average credit paid from 1998 to 2001, the last four
years during which this statistic was available.

    Revenues and Expenses

    The financial reports of the four political parties represented at the
National Assembly as well as those of their authorities reveal the following
total revenues:

    Action démocratique du Québec / Equipe Mario Dumont :       $4,655,351

    Parti libéral du Québec / Quebec Liberal Party      :      $15,299,147

    Parti québécois                                     :      $11,431,564

    Québec solidaire                                    :       $1,044,469

    As for the expenses of these four political parties, the financial reports
contain the following figures for 2008:

    Action démocratique du Québec / Equipe Mario Dumont :       $5,181,317

    Parti libéral du Québec / Quebec Liberal Party      :      $17,163,031

    Parti québécois                                     :      $10,915,617

    Québec solidaire                                    :       $1,152,043

    The fiscal year ended on December 31, 2008 saw a surplus of revenue over
expenses for five of the 14 political parties authorized on December 31, 2008
having filed a financial report. For all of the authorized entities, the
surplus of expenses over revenues totaled $2,044,671 by taking into account
the non-audited results of the party authorities and the authorized
independent candidates.

    On December 31, 2007, the cash assets (cash on hand) of the 11 authorized
political parties having filed a financial report, including the cash assets
of their respective authorities, reached $3,702,908. On December 31, 2008, for
the 14 parties having filed a financial report, these cash assets totaled
$2,932,353. In this respect, here is the situation of the four parties
represented at the National Assembly and their authorities:

Officer at www.electionsquebec.qc.ca. On the site visitors will find the
financial reports as filed by the political parties, as well as the document
containing the financial highlights and various statistics.
