OTTAWA, Feb. 5 /CNW/ - Telesat Holdings Inc., the world's fourth largest
satellite operator, announced today the appointment of Ian Scott as the
company's Executive Director of Government and Regulatory Affairs. Mr. Scott
brings to Telesat more than 20 years of experience in the telecommunications
industry, having held senior government relations and regulatory positions in
both the private and public sectors. Mr. Scott joins Telesat immediately.

Mr. Scott has held a variety of senior roles, most recently as Vice
President, Federal Government Relations for Telus. His past responsibilities
include executive positions in both government and regulatory matters at
Call-Net Enterprises and with the Canadian Cable Television Association. Mr.
Scott also has extensive public sector experience at both the Federal
Competition Bureau and the Canadian Radio-television and Telecommunications
Commission. Mr. Scott is a native of Montreal and was educated at McGill
