LONDON and OWEN SOUND, ON, May 28 /CNW/ - The South West Local Health
Integration Network (LHIN) Board of Directors and Grey Bruce Health Services
(GBHS) received the Final External Review Report on the financial situation at
GBHS. The external review was requested by GBHS and commissioned by the South
West LHIN and completed to assist the hospital in developing a recovery plan
in response to the hospital's financial situation. The review was led by
Michael O'Keefe, a former hospital Chief Executive Officer.
GBHS had a budgeted deficit of $4.2 million in fiscal 2008/09 budget year
and was facing a larger deficit in 2009/10. Extensive effort by the hospital
and external review team resulted in over 160 measures that could be
implemented enabling the hospital to achieve $6.2 million in savings through
increased revenues and cost reductions. GBHS has already begun implementation
of the majority of the measures in the recovery plan. A clinical services
assessment completed during the review found that GBHS is the most efficient
compared to its peer hospitals.
The recovery plan is not able to fully address the hospital's financial
challenge by the end of 2009/10 fiscal year. GBHS remains committed to
pursuing opportunities to reach a balanced operating position and will be
preparing a plan, due by September 30th, 2009 to reach a balanced position by
March 2011. The South West LHIN is supportive of the additional time to ensure
all opportunities are investigated and health system partners are fully
engaged in the plan. GBHS and the South West LHIN will continue to work
together to approve a service accountability agreement.

    Quotes:

"Grey Bruce Health Services has worked diligently with the external
review team to identify efficiencies in a very complex organization, and we
appreciate the hard work that the hospital has undertaken with its staff and
physicians in beginning to implement these strategies," said Michael Barrett,
CEO of the South West LHIN. "We look forward to completing this process and
developing a final service accountability agreement for the hospital."
"The South West LHIN Board is pleased that the hospital has a series of
recommendations to guide them to improved financial health," said Norm Gamble,
Chair of the South West LHIN Board of Directors. "We will continue to work
with the hospital to ensure high quality and sustainable health care in
Grey-Bruce."
"Completion of this review represents a major milestone for our
organization in our journey towards financial health," said Maureen Solecki,
President and CEO of Grey Bruce Health Services. "The results of the clinical
services efficiency review at GBHS were outstanding indicating that GBHS was
the most efficient hospital across a group of 25 Ontario peer hospitals. This
makes our challenge to get to a balanced position a big one. We will work very
closely with the South West LHIN and our health care partners to ensure that
our plan minimizes the impact on access to high quality care for our
patients."
"The Board of Directors commends the staff and physicians at GBHS for
their tremendous contribution to this review and to the measures the hospital
is pursuing to achieve a balanced budget," said Butch Grenon, Grey Bruce
Health Services' Board Chair. "The Board will be making some very difficult
decisions in the coming months balancing the necessity for financial good
health against the ongoing patient health needs at our six hospitals. We
appreciate the South West LHIN's support to GBHS and we will be working with
the LHIN and our area health partners to implement the recommendations of this
report."
