Confronted with an anticipated budget deficit, the City of Montreal is
currently asking for new taxation powers. But there are better ways to enable
cities to escape from dire financial straights. John Norquist, former mayor of
Milwaukee and President of the Congress for New Urbanism, will explain how he
and other reform-spirited mayors have got the most out of their existing tax
revenues and put their cities back on the path to prosperity.
Mr. Norquist was the Mayor of Milwaukee from 1988-2004. He is the author
of The Wealth of Cities (1999), and has taught courses in urban policy and
urban planning at the University of Chicago, University of Wisconsin-Milwaukee
School of Architecture and Urban Planning, and at Marquette University.
