Press Release No. 2 - By-elections of September 21, 2009 - POSTAL BALLOT FOR ELECTORS TEMPORARILY ABSENT FROM QUEBEC



    QUEBEC CITY, Aug. 20 /CNW Telbec/ - The Chief Electoral Officer of
Québec, Me Marcel Blanchet, would like to inform electors of the electoral
division of Rousseau that they can register for the postal ballot right away
if they will be outside Québec on polling day or during the advance poll
scheduled on September 13 and 14, 2009 and if they cannot take advantage of
the five days of voting at the office of the returning officer on September
11, 12, 15, 16 and 17, 2009.
    Electors concerned by this measure are those who have been temporarily
absent from Québec for two years or less and who intend to return. During the
by-elections, electors may vote in the postal ballot as long as they are
entered on the list of electors outside Québec. The registration form can be
downloaded from the Website of the Chief Electoral Officer at the following
address: www.electionsquebec.qc.ca. The applications must be received in the
office of the Chief Electoral Officer latest September 2, 2009, at midnight.
    It is worth noting that the two-year limit does not apply to electors who
are transferred outside Québec while working for the Québec government, the
government of Canada or an international organization of which Québec or
Canada is a member and to which it pays a contribution. Neither does it apply
to the spouse of the elector concerned or his dependents who are qualified
electors. In addition to the required documents, electors transferred outside
Québec have to provide an attestation of their transfer outside Québec.
    Me Blanchet would like to make it known that electors who have been
absent from Québec for two years or less may register at any time in order to
take advantage of the postal ballot during general or by-elections or during
referendums.
