OSC Announces Appointment of Michael Watson, Q.C. to RCMP Integrated Market Enforcement Program



    TORONTO, Aug. 6 /CNW/ - The Ontario Securities Commission (OSC) today
announced the appointment of Michael Watson, Q.C. as Special Advisor Capital
Markets Enforcement to the RCMP Integrated Market Enforcement Program.
    This appointment follows on one of the recommendations contained in the
report by Nick Le Pan titled Enhancing Integrated Market Enforcement Teams,
Achieving Results in Fighting Capital Markets Crime, which was released on
October 25, 2007. It was recommended that an individual possessing "recognized
senior enforcement, litigation, capital markets, prosecutorial, or related
expertise" should be appointed to provide senior expert assistance to the
program leader.
    "The RCMP and OSC have an important and ongoing collaborative
relationship", said OSC Chair David Wilson. "Mike's appointment to the
position of Special Advisor furthers that collaboration. His skills and
experience in capital market enforcement and criminal prosecution will enhance
the IMET and provide it with valuable insight and perspective."
    Michael Watson was appointed as the Director of Enforcement of the OSC in
1999. Prior to joining the OSC, he was the Director of Enforcement and
Executive Director of the British Columbia Securities Commission. He practised
criminal law for almost 20 years, including 10 years as counsel to the Alberta
Attorney General and seven years as Director of Prosecutions in Manitoba. As a
prosecutor, Michael litigated extensively in appellate courts and the Supreme
Court of Canada, taught criminal law at the University of Alberta for six
years and served for several years on Federal and Provincial committees
negotiating amendments to the Criminal Code. In 1994 he was appointed Queen's
Counsel in the Province of Manitoba.
    Executive Director Peggy Dowdall-Logie will oversee the activities of the
OSC Enforcement Branch until such time as a new Director of Enforcement is
determined.
