MTS Allstream Welcomes Forbearance Ruling in Portage la Prairie

    WINNIPEG, Nov. 8 /CNW/ - MTS Allstream Inc. ("MTS Allstream") welcomes a
decision issued by the Canadian Radio-television and Telecommunications
Commission ("CRTC") yesterday which grants retail deregulation, known as
forbearance, in the Portage la Prairie residential local service market.
    This decision will help MTS Allstream provide better service to
customers, and will provide opportunities to simplify its pricing structure
and develop new and innovative services and promotions that cross all of the
company's lines of business. MTS Allstream filed its forbearance application
for the Portage la Prairie market on September 27, 2007.
    New rules came into effect in early April 2007 which allow an incumbent
telecommunications carrier to apply to the CRTC for local telephone
deregulation in the consumer market for any community in which customers can
choose between at least three service providers having their own network
infrastructure, one of which can be a wireless provider, and where the carrier
meets specific quality of service indicators for six months.
