    TORONTO, March 14 /CNW/ - The Finance Minister Jim Flaherty has announced
that he will deliver the Conservative government's second federal budget on
March 19, 2007. The government's minority status and ongoing speculation about
the timing of the next federal election are undoubtedly influencing this
year's budget-making process. This year's budget proposals could range from
personal tax cuts and reduced tax on capital gains, to a review of the capital
cost allowance system, to enhanced tax incentives for retirement savings and
charitable donations.
