    Producers using substances noted in the REACH Directive's Annex XIV List
of Substances Subject to Authorization already have communication requirements
under Article 7 of the REACH Directive (EC 1907/2006). These Annex XIV

loosely defined as Category 1 & 2 Carcinogens, Mutagens and Reproductive
toxicants (CMR), Persistent Bioaccumulative Toxic substances (PBT), and very
Persistent and very Bioaccumulatve substances (vPvB).

their substances.
