    VANCOUVER, Aug. 15 /CNW/ - Notice is hereby given that a hearing will be
held before a Hearing Panel of Investment Dealers Association of Canada (IDA),
on August 25, 26, 27, and 28, 2008, at Reportex Agencies Ltd., Suite 1010, 925
West Georgia Street, Vancouver, British Columbia, at 10:00 am or as soon
thereafter as possible, to hear evidence and submissions in the matter of Yuan
Jun Fan (the Respondent).
    The hearing concerns matters for which the Respondent may be disciplined
as a Registrant of the IDA, pursuant to IDA By-law 20.

    
    The hearing concerns allegations that:

    1.  The Respondent failed to act in accordance with industry standards of
        conduct requiring trustworthiness, honesty and fairness in all
        business dealings with clients; in that by false representation and
        breach of client trust, he involved a client (G.L.) in a fabricated
        securities transaction and thereby exposed the client to financial
        loss, which conduct is unbecoming a registrant and detrimental to the
        public interest, contrary to By-law 29.1 of the Investment Dealers
        Association of Canada.
    2.  The Respondent failed to act in accordance with industry standards of
        conduct requiring avoidance of personal financial dealings with
        clients and RBC internal policy relating to private placements; in
        that he involved a client (G.L.) in an off-book securities
        transaction:

        -  involving a sharing of profits between the Respondent and G.L, and
        -  the Respondent's guarantee of G.L.'s capital investment,
           without the knowledge and approval of RBC, which is conduct
           unbecoming a registrant and detrimental to the public interest,
           contrary to By-law 29.1 of the Investment Dealers Association of
           Canada.

    3.  The Respondent failed to cooperate with Staff of the Investment
        Dealers Association of Canada; in that the Respondent provided false,
        inaccurate and/or incomplete information to Staff of the Investment
        Dealers Association of Canada, contrary to By-law 19.5 of the
        Investment Dealers Association of Canada.
    4.  In the alternative, the Respondent engaged in conduct unbecoming a
        registrant; in that the Respondent provided false, inaccurate and/or
        incomplete information to Staff of the Investment Dealers Association
        of Canada, contrary to By-law 29.1 of the Investment Dealers
        Association of Canada.
    

    The alleged misconduct relating to Counts 1 and 2 occurred during the
period of August to December 2006, and, for Counts 3 and 4, during the period
of July 2007 to March 2008.
    IDA formally initiated the investigation into the Respondent's conduct on
June 13, 2007. The violations occurred when the Respondent was a Registered
Representative with the Vancouver Park Place Branch of RBC Dominion Securities
Inc. (RBC), a member of the IDA. The Respondent is no longer a registrant with
an IIROC regulated firm.
    The Notice of Hearing is available at

public, unless the Hearing Panel orders otherwise. The Hearing Panel's
decision and reasons will be made available to the public.
