Greater Accessibility to Physicians for Quebecers: Restrictive Permit Holders Will Be Able to Obtain a Regular Permit After Five Years



    MONTREAL, Oct. 16 /CNW Telbec/ - Representatives of the Collège des
médecins du Québec announced at a press conference this morning that
foreign-trained doctors who hold restrictive permits will be able to obtain a
regular permit after five (5) consecutive annual renewals. Thanks to this
easing of the rules, these doctors will be able to work outside the
establishments to which their professional practise was restricted and, thus,
offer more care to the population. "In concrete terms," explained the
President and Chief Executive Officer of the Collège des médecins, Dr. Yves
Lamontagne, "this means that a cardiologist who graduated abroad and holds a
restrictive permit could offer his services to Quebecers outside the
establishment where he practises, and even fill a need in an outlying region
of the province, provided that he obtains his regular permit. It does not mean
an increase in the number of physicians available. However, this new measure
does represent another solution that will provide Quebecers with greater
access to doctors."
    Presently, a foreign-trained doctor who holds a restrictive permit can
only work in a sponsoring establishment. However, of the 389 foreign-trained
doctors holding restrictive permits today, 175 will soon be able to request
regular permits. "The medical training offered in Quebec is among the best in
the world," underlined Collège des médecins Secretary, Dr. Yves Robert. "In
fact, several doctors holding restrictive permits are now teaching our future
physicians. If they are considered to be competent for this role, they are
also competent enough to be offering their medical services in Quebec."
    Moreover, during its meeting held on October 12, the Collège's Board of
Directors adopted two other important measures. First, medical residents in
internal medicine and paediatrics will no longer need a permit to practise
from another Canadian jurisdiction in order to obtain a temporary permit.
Secondly, internal medicine and medical microbiology and infectology exams are
now harmonized with those of the Royal College of Physicians and Surgeons of
Canada.
