Final Ambassador Bridge Environmental Analysis Findings Shared with Windsor and Essex County Residents at Public Forums



    WINDSOR, ON, Oct. 1 /CNW/ -- Following through on its promise to share
the final results of the various technical studies with the community, the
Ambassador Bridge and its consultants will be available at the Public Open
Houses from 3 p.m. - 9 p.m. on Monday at Mackenzie Hall in Windsor and on
Tuesday at the Ciociaro Club in Oldcastle, to respond to any questions and
discuss the results.
    "Now that we have the guidelines in hand from Transport Canada, we are
proud to share the positive news about the various technical studies with the
community. The findings indicate that, the Ambassador Bridge Enhancement
Project will have a positive effect on air quality and reduce existing noise
and vibration levels. Our goal is to submit our environmental impact statement
in the near future," said Dan Stamper, president of the Ambassador Bridge.
    The Ambassador Bridge Enhancement Project modifies the existing crossing
by shifting the traffic that currently crosses the Ambassador Bridge
approximately 100 feet to the west onto a new six lane, cable stayed
structure. The new span will replace the existing Ambassador Bridge and will
link directly into the existing plazas in Windsor and Detroit.

    Air Quality

    The study area of the current Bridge, the Enhancement Project area, Huron
Church Road / Talbot Road, arterial roads, including sensitive receptors were
used to determine air quality and results were modeled using state-of-science
software developed by both Environment Canada and the United States
Environmental Protection Agency. The results indicate that air quality
associated with vehicle emissions is predicted to improve with the Ambassador
Bridge Enhancement Project.

    Noise

    Using the Ontario Ministry of the Environment and Transportation
guidelines, noise sensitive receptors, that include heritage structures, were
used as locations to measure existing sound levels and predict future sound
levels. The current average sound level measured at 16 representative
locations is 64 decibels and was predicted to be 65 decibels in 2025 with the
Ambassador Bridge Enhancement Project. The predicted average sound level
without the Enhancement Project will be 66 decibels in 2021. Sound impacts
will be further reduced with the use of noise barriers along the west side of
the Ambassador Bridge roadway.

    Vibration

    The ground-bourne vibration study revealed that current vibration levels
can be perceived by people standing on the ground and are below the range at
which cosmetic damage would be anticipated. Ground-bourne vibration will be
reduced by constructing new bridge piers on piles driven to bedrock.

    Archaeology

    In accordance with provincial regulations, the Enhancement Project has
addressed archaeological issues by having the Museum of Ontario Archaeology
(London) undertake standard Stage 1 (background study) and Stage 2
(archaeological field assessment) studies of the project corridor.

    Vegetation

    An inventory of vegetation species by a licensed biologist concluded that
vegetation consists of manicured grass, mature trees, shrubs and river bank
vegetation. No rare or endangered species were identified in the construction
area. Mitigation measures to protect mature trees in proximity to the Study
Area include the delineation, surveying and flagging of mature trees to ensure
minimum loss.

    Mammals

    The Enhancement Project Study Area is situated within an urbanized area
and does not provide suitable habitat for either threatened or endangered
mammals. There is no degradation of habitat quality as a result of the
Enhancement Project that will cause, or result in, any long-term impacts on
species population or diversity.

    Avian Species

    Downward lighting, low intensity, white strobe lighting and visible
cable- stays will be implemented to reduce avian collisions with the
Enhancement Project.

    Reptiles, Amphibians and Insects

    Measures will be taken during construction to ensure these populations
will not be impacted. An erosion and sediment control plan will be implemented
to protect the bank habitat. The Enhancement Project Study Area does not
provide suitable habitat for any endangered or threatened species.

    Surface Water

    The Enhancement Project will have minimal impact on surface water quality
and quantity. Impacts from any surface runoff will be mitigated by controlling
surface water runoff during construction and constructing a stormwater
management system.

    Groundwater

    The Study Area is not a recharge area for the underlying aquifers due to
the large percentage of impervious surface materials and the presence of the
surface aquitard. Groundwater is not utilized as a source of drinking water.

    Fish and Fish Habitat

    There are no adverse impacts on fish and fish habitat from the
construction or operation of the Enhancement Project. No piers are situated in
the Detroit River and will be located a minimum of 30 metres south of the
river bank. All of the runoff from the new span will be collected and directed
to a new stormwater management system to avoid any impacts from runoff.
Erosion and sediment control systems will be implemented to ensure no loss of
fish and fish habitat during the construction or operation of the Enhancement
Project.
