Working longer means less preparation time to meet student needs
TORONTO, Aug. 12 /CNW/ - Ontario elementary public school teachers face a
larger volume of work than do secondary teachers says a new research study,
and this has a negative impact on student learning.
Workload volume is one of nine "working conditions that matter" on which
the study focused to arrive at the conclusion that working conditions are more
favourable overall for secondary public school teachers. The report suggests
that since teacher working conditions are student learning conditions, better
working conditions should be the focus for school improvement.
The study was undertaken by Kenneth Leithwood, a professor at the Ontario
Institute for Studies in Education (OISE) at the University of Toronto, on
behalf of the Elementary Teachers' Federation of Ontario (ETFO). Evidence for
the study was collected from phone interviews with a small number of teachers
who had recently worked in both elementary and secondary schools and from
survey responses from 3,000 elementary and secondary teachers.
Almost all teachers who had worked in both elementary and secondary
schools indicated that workload volume in elementary schools was more
demanding than it had been in secondary schools.
"ETFO's own research shows that elementary public school teachers worked
over 115 hours longer than their secondary colleagues this school year," noted
ETFO President David Clegg.
"One of the key reasons why elementary teachers have a greater workload
is that they receive far less preparation time than secondary school
teachers," Clegg said.
"This results in elementary teachers having 37 minutes less time every
day for lesson preparation, marking and student assessment. Less preparation
time means teachers have less time to tailor their efforts to best meet the
needs of each individual child," said Clegg.
Details of the teacher working conditions study were released at the ETFO
annual meeting in Toronto. The meeting continues until August 14.
The Elementary Teachers' Federation of Ontario represents 73,000
elementary public school teachers and education workers across Ontario and is
the largest teacher federation in Canada.
