Dalton McGuinty: Overpromise and underdeliver



    TORONTO, Sept. 20 /CNW/ - Dalton McGuinty promised that 75 per cent of
students will meet or exceed the provincial standard on province-wide tests.
He said they would

    
        "meet that standard within my first term as premier. That's a
        guarantee. If we fail to deliver on that guarantee, I expect every
        member of the media, and every voter to hold me accountable, come the
        next election." (Press Release, September 27, 2002).
    

    Test scores released yesterday show that guarantee has not been met.

    The Toronto Star is reporting Education Minister Kathleen Wynne is now
trying to deny Dalton McGuinty's guarantee saying that when Dalton McGuinty
guaranteed 2007 he really meant 2008.
    And isn't that the way it is for so much of what Dalton McGuinty promises
to voters? Whether it's not raising taxes or closing the coal plants by 2007
or meeting standards on test scores - Dalton McGuinty simply cannot be
trusted.
    For the record here's the definition of a "guarantee" from the "Compact
Oxford English Dictionary."

        -  noun 1 a formal assurance that certain conditions will be
           fulfilled, especially that a product will be of a specified
           quality. 2 something that makes an outcome certain.
