CTF hails recent harassment policy decision in Manitoba as resounding victory for all teachers in Canada



    OTTAWA, Oct. 5 /CNW Telbec/ - On this year's World Teachers' Day,
teachers across Canada have a reason to celebrate, according to the Canadian
Teachers' Federation (CTF). Manitoba teachers have just won precedent-setting
harassment protection as a result of an arbitration ruling.
    After five years of hard work by l'Association des éducatrices et
éducateurs franco-manitobains (AEFM), an association of the Manitoba Teachers'
Society, the Division scolaire franco-manitobaine (DSFM) implemented a
harassment policy last week after being directed to do so in an arbitration
ruling.
    "We applaud this school board policy because it further enhances
protective provisions for teachers with respect to harassment and bullying,"
says CTF President Emily Noble.
    "According to our national research, the majority of teachers in Canada
are protected by provisions in their collective agreements, by
provincial/territorial legislation or by school policies such as this one.
    "This policy is among the most comprehensive to date and shines as an
example for other Canadian school boards to follow."
    The CTF President further highlights the following key policy provisions
that make the policy unique:

    
    - an appeal mechanism to an external officer, properly qualified in the
      area of harassment and discrimination;
    - the inclusion of not only physical and sexual harassment, but also
      mental and psychological harassment-as well as the definition of mental
      and psychological harassment;
    - changes cannot be made to the board policy without the permission of
      the teachers' association
    - ongoing professional development of teachers by the school board in the
      area of discrimination and harassment.
