OTTAWA and GATINEAU, Oct. 1 /CNW Telbec/ - The Canadian Radio-television
and Telecommunications Commission (CRTC) today made public an independent
report (http://www.crtc.gc.ca/eng/publications/reports/osborne07.htm) prepared
by Michael Osborne on its policies for wholesale telecommunications services.
Mr. Osborne, a lawyer who practises competition law and commercial
litigation, was commissioned to prepare his report as input for the review of
the CRTC's policies for wholesale services. This report contains Mr. Osborne's
analysis and opinion on many of the issues raised in the CRTC's proceeding to
review its regulatory framework for wholesale services, which includes a
public hearing starting on October 9, 2007, in Gatineau, Que. Parties
appearing at the hearing may refer to, or comment on, the report.
In addition, interested parties may submit their comments on the report
by November 30, 2007, and their reply to other parties' comments by
